Your Excellency:-

I have the honour to inform Your

Excellency that I am now in a position to

reply to the proposal of the United States

Government contained in your note of the

23rd. of September last as to the represen-

tation of this country in the Internation-

al Opium Conference which is to be held at

The Hague for the purpose of conventionali-

sing the Resolutions of the Shanghai Com-

mission.

His Majesty's Government are no

less convinced than the Government of the

United States as to the necessity of sup-

pressing the opium evil and I have the

honour to inform Your Excellency that they

are prepared, subject to certain conditions

and reservations, to take part in a Confer-

ence
